The government gave approval yesterday for the police to receive a one-time donation, that will help in the war against terror: 15 dogs, that can identify and detect explosive material. The American non-for-profit organization “Pups for Peace” which raised funds from American Jews to purchase and train the dogs, offered the police a larger donation of dogs, but a legal restriction prevented this. A government law prohibits monetary donations to government institutions. After two long months of discussions, it was decided yesterday in a government meeting, to grant the police a one-time exception to accept the donation from the non-for-profit organization. The donation is for 53,000 dollars, and with this money the police will receive the dogs and their skills. The non-for-profit “Pups for Peace” was founded in the United States after the terror attack at the Park Hotel in Netanya on the evening of the Passover Seder in 2002. The donation is a joint initiative of the organization, the Los Angeles Jewish Community and a member of a kibbutz in the north of the country. The police and the interior security office worked hard to find wording which would allow them to receive this donation. While the legal advisers were checking out this issue, the army already managed to request and receive dogs like these. The offer which was initiated by the previous minister, Uzi Landau, passed in the end just yesterday – under the present minister, Tzachi Hanegbi. The police were happy to receive the good news of the approval, but were disappointed at the limited amount. The dogs, Dutch Shepherds, will become “specialists” after training sessions for detecting explosive material. The dogs will remain friendly and not aggressive even after their training. “Also the number which was approved is significant support”, said the police last night. The dogs will be transported, among other places, to bus stops to sniff out passengers and to make sure that there is no explosive material in the garbage bins. They will also be used at army check points and at cross points to Israel, there the dogs will sniff those entering and will prevent explosive material from coming into Israel. |
